Connectivity for Central Asia (C4CA) e-Learning Hub


Central Asian countries have all set ambitious national digital strategies. The Connectivity for Central Asia (C4CA) project supports that work through capacity building, policy harmonisation and inclusive access to connectivity, so that digital strategies translate into functioning governance, better regulation and services that reach everyone, including remote and marginalised communities.

Connectivity for Central Asia (C4CA) e-Learning Hub


C4CA is the Soft Pillar of the Team Europe Initiative on Digital Connectivity in Central Asia, a Global Gateway flagship project between the EU and the region. The project launched in January 2025 and runs to 2028, with a budget of €20 million from the European Commission, implemented by a consortium of five European agencies: Expertise France (lead), HAUS from Finland, eGA from Estonia, CFLA from Latvia and CPVA from Lithuania.

This e-learning platform is where that capacity building happens in practice. Built and managed by HAUS, it brings together courses for three groups: civil servants working on digital policy, university staff and students, and entrepreneurs, so that people across Central Asia can build the skills the region's digital strategies depend on.

Building Digital Governance Capacity for Civil Servants

A six-module e-learning programme building the practical skills civil servants need to implement digital connectivity policy across Central Asia. The courses are co-created together with Central Asian partners, using HAUS's tested e-learning methodology — a learning design approach that places the learner at the centre.

The modules are based on a training needs assessment covering all five countries. They cover digital governance and policy implementation, cybersecurity and data protection, the responsible use of AI in public service, leading digital change, cross border data governance and interoperability, and accessible, inclusive service delivery for all.

Courses are available in English and Russian, with national language translation where partners choose to.

Advanced Digital Connectivity for University Staff and Students

This university credit course is for non-ICT staff and students at Central Asian universities. It is worth 5 ECTS credits, roughly three to four weeks of full-time study. It is implemented by Laurea University of Applied Sciences, a Finnish higher education institution and HAUS's chosen partner for this part of the project.

The course builds practical AI, data and digital skills for an increasingly AI enabled and connected environment, without requiring technical ICT expertise. It covers institutional AI adoption and responsible use, AI and data for teaching and student learning, business process mapping and automation, digital transformation for SMEs and local communities, and digital skills for employability.

Safe Internet Usage

A self-paced, seven-module e-learning course building the practical digital-safety skills that individuals and organization staff need to use the internet securely - spotting phishing and scams, creating strong passwords, protecting and backing up data, and recognizing common cyberattack tactics. Each module pairs short lessons and real-world examples with a knowledge check, so learners can confirm what they've understood before moving on. The modules cover cyberspace and core security principles, safe internet practices, strong passwords and password management, safe email use and phishing awareness, secure data storage and access control, and recognizing and responding to cyberattacks and social engineering. Courses are available in English and Russian.


By the end, learners can:
•    Set strong passwords and use multi-factor authentication
•    Spot phishing emails and suspicious links before clicking
•    Store, share, and back up data securely
•    Recognize common cyberattack and social-engineering tactics
•    Respond correctly to a suspected security incident.
